Natalia Voutova
Natalia Voutova is based in Georgia. She is the Head of the Council of Europe Office in Georgia and Social and Behavioural Change Lead for the Council of Europe.
A lawyer by training, Natalia holds an LLM from Sofia University, an LLB from Université Paris II Panthéon-Assas, and an LLM from the University of Strasbourg. She also holds an MSc in Behavioural Science from the London School of Economics and Political Science.
Natalia has extensive field experience across Eastern Europe and the South Caucasus, having worked in Ukraine, Bosnia and Herzegovina, Russia, Armenia, and Georgia for the Council of Europe, the Organisation for Security and Co-operation in Europe (OSCE), and Médecins Sans Frontières (Doctors Without Borders), promoting human rights, the rule of law, and democracy.
Since 2023, Natalia has been at the forefront of introducing Social and Behavioural Change (SBC) and Applied Behavioural Science within the Council of Europe, with a focus on women’s rights, children’s rights, and the rights of refugees. Her academic and professional interests centre on behavioural science and good governance, and she is particularly dedicated to advancing the field of behavioural law — notably the application of behavioural insights to judicial decision-making.
Natalia is an active trainer, delivering both internal capacity-building sessions within the Council of Europe and external training programmes. She also serves on the organising committee of BiP Moldova, an annual conference held in Chișinău that promotes behavioural science beyond the WEIRD world.
